Affected Rule

The rules_python_gazelle_plugin 1.7.0 release is not available in the bazel module registry.

Is this a regression?

Yes, the previous versions are available as well as 1.7.0 release candidates. https://registry.bazel.build/modules/rules_python_gazelle_plugin shows `1.7.0-rc4` as the latest available.

I didn't see anything in the changelog about this changing, so I'm wondering if there was an issue in promoting the release.
