The disk cache can greatly speed up local builds, in particular, if docs are built
which requires building protobuf.

Summary of Changes

Hello @rickeylev, I'm Gemini Code Assist1! I'm currently reviewing this pull request and will post my feedback shortly. In the meantime, here's a summary to help you and other reviewers quickly get up to speed!

This pull request focuses on enhancing local build performance by integrating Bazel's disk caching mechanism. By enabling and configuring a dedicated disk cache, the aim is to significantly reduce build times, especially for complex tasks like building documentation that involve dependencies such as protobuf. This change ensures that previously computed build artifacts are reused, leading to a more efficient development workflow.

Highlights

  • Bazel Disk Cache Enabled: The pull request enables the disk cache for Bazel builds, which is crucial for speeding up local build processes.
  • Cache Path Configuration: A specific path, ~/.cache/bazel/bazel-disk-cache, has been configured in .bazelrc for the local disk cache.

Code Review

This pull request enables a local disk cache for Bazel to speed up local builds, which is a great improvement for developer experience. I've added one suggestion to make the cache path version-specific. This follows Bazel's best practices to avoid potential cache corruption issues when developers switch between different Bazel versions. Otherwise, the change looks good.
