docs: add local development guide and update phase 1 scope - Create Local-Development.md providing instructions for using the grafana/otel-lgtm image for local observability testing. - Update Phase 1 in Home.md to include end-to-end pipeline validation and adjust estimated effort from 2.5 to 5 days. - Link the new Local Development page in the Home.md navigation list.
