Add branch maintenance buttons to repository branches tab

Summary

• add Electron handlers to prune stale remote branches and clean merged or orphaned local branches
• expose new maintenance buttons in the repository form branches tab and wire them to fresh toasts
• extend the web fallback preload stub so the new actions can run in a browser build
