is it possible to deploy scenarios as an admin with access to all namespaces?

Since commander relies on the internal k8s client now, it is limited to accessing pods only in the namespace in which it was deployed. This is a problem for Galen-Erso since the admin has a faucet scenario that needs to call `getnewaddress` from all the armada nodes
