Breaking

• Remove worklease queue (q), its provider adapters, launches, recovery,
  external-adapter protocol, and MCP queue_next. Task discovery and management
  move to bl, which integrates only
  through Worklease's stable JSON claim CLI. Worklease does not depend on bl.
• Bare worklease now opens the authority-wide Claims TUI only. Inspect, renew,
  and release locally held claims as before. All claim commands and JSON schema
  version 2 remain unchanged.
• Old queue.yaml, .config/worklease/queue-sources.yaml, cached queue index,
  recovery journal, and queue handles are ignored. worklease doctor reports
  existing leftovers by path as safe to delete; removal is never automatic.
