closes #264

Best-Effect now goes in the following order

  1. most detrimental effect
  2. curation level
  3. appris rank
  4. longest sequence
  5. lexicographical sort on transcript ID

Canonical is

  1. curation level
  2. appris rank
  3. most detrimental effect
  4. longest sequence
  5. lexicographical on transcript ID

Added a few tests for the sorting
