Agent sidebar: Input bar scrolls with content instead of staying fixed

When scrolling the Agent sidebar, the input field (Ask about this page...) and the Chat Mode/Agent Mode toggle also move with the scroll. This makes it harder to use the input while browsing suggestions. Ideally, the input section should stay fixed at the bottom, and only the suggestions/messages should scroll.

Steps to Reproduce:

Open BrowserOS.

Open the Agent sidebar.

Scroll through the suggested actions or messages.

Notice that the input field and mode toggle scroll away instead of staying visible.

Expected Behavior:

The input field and mode toggle should remain fixed at the bottom of the sidebar.

Only the suggestions/messages list should be scrollable.

Actual Behavior:

The entire sidebar scrolls, including the input field.

Environment:

BrowserOS v0.23.0

OS: Windows

Steps confirmed on latest build.
