Slack module to NPM

The code for Slack can/should be moved to an NPM module/project.  Many cagov projects could benefit from its use.  It doesn't have to do everything Slack can do, just what we do now.

When that happens
- Don't assumes an environment `local.settings.config` key, rather ask for it when it is instantiated.
