fix: Replace empty user name with user email

What does this PR do?

• Fixes [CAL-4137] Users with no name shown at the top of dropdown (routing forms) #16171 (GitHub issue number)
• Fixes CAL-4137 (Linear issue number - should be visible at the bottom of the GitHub issue description)
