Congestion boolean – QoD triggering

Hello all,

Following #170, we are considering the need to send a congestion boolean to notify the terminal of ongoing network congestion. This could, for instance, trigger Quality-on-Demand. Would this fit within the current API design?

ECN (or ideally, L4S) provides a standard mechanism to indicate ongoing congestion to the client - personally I would consider that.

Not sure if ECN is a good candidate for this use case as we are dealing with Applications/Web browsers and potentially JS. IMHO, It would be more interesting to carry the congestion information directly in the JSON.

For our case and as we are analyzing radio congestion on 4G/5G antennas, we will have three possible values (that can be aligned with ECN standardized mechanism):
No congestion ==> 00
Partial congestion ==> 01
Congestion confirmed ==> 11
Does this seems ok for you ?
