There are two types of users:

• End users of the web form
• The team responsible for enhancing the questions, answers and scoring methodology.

The first group has the following needs:

Need to be able to fill the form so that they receive an assessment Need to be able to pause and come back to continue filling the form so that they don't loose their work midway Need to be able to download an electronic copy of their assessment so that they have a record that they ran the assessment: Current format requested is CSV so that it can be published on the Open Government portal Printable format might also be desirable The team needs are different:

Need to be able to edit questions live so that they can display them instantly to the consultation groups Need to be able to edit the answers live so that they can change them based on the feedback of the consultation groups in the room Need to be able to modify the scoring method without having to manually code so that they can update them while running consultations Need to be able to push the modifications done during the consultations as a new "version" at the end of each week to the version "online" (used by the end-users) so that they can receive feedback online Need to be able to have feedback on the end user online form so that the comments can be captured for analysis.
