lock devDependencies, roots, to 3.0.0-rc.10; remove peerDependencies; change roots-util to dynamic version 0.0.x

Actually you should not leave major and minor version zero packages open to change, as any version bump can be breaking at that version level as it indicates an unstable API. Ref: http://markup.im/#q4_cRZ1Q

only reason I went to dynamic versioning on roots-util is because of the new minor release; if you want I can go and change them all to 0.0.5 rather than 0.0.x

all tests are passing on my side with bumping roots-util to 0.0.6
