Docs confuse "Consensus" with "Security Council"

We have a whole section named `Consensus` (https://docs.celo.org/home/protocol/consensus). 

Quoting:
> Introduction to the Celo consensus mechanism.

But that actually comes from the time there was a consensus algorithm when we were an L1. 

At this moment, there's no consensus mechanins. 

The section should be rename to "Security Council"
