[C2] Fix languages list and sort languages selects

There are 2 issues here:

• in https://testing25.beeznest.com/main/admin/languages.php, make sure the different JS calls when enabling/disabling languages or setting one as default platform language or clicking the button "Disable all languages except the platform default" actually work
• in select drop-downs where the language appear (user or course creation or edition forms), make sure languages are sorted by "english_name". Currently, it's very difficult to understand how it is ordered. It should show as the original_name, but be sorted on english_name.

Actually... the toggle icon changes from mdi-toggle-switch-off-outline (INACTIVE) to mdi-toggle-switch (ACTIVE) and now when you want to deactivate one, you click on it and the class becomes mdi-toggle-switch combined with another class ch-tool-icon-disabled.

The normal behaviour should be that it goes from mdi-toggle-switch-off-outline to mdi-toggle-switch and then to mdi-toggle-switch-off-outline again, without using the "disabled" class (in this case it is already a toggle button, so the right thing to do is show a deactivated version of that button.
