[C2] Quiz: when opening the question bank outside a test there is no edtion and deletion icon

Chen entering the question bank outside a test there is the column whith "Re-user in current test" and a message indicating "Must be in a test" for every line. This column should only appears when we are inside a test and it works fine in this case we have the 2 icons to copy or reuse a question.

Instead when we are outside a test, there should be an "action" column with the pencil to edit the question and the bean to delete the question as it was working in [C1]
