Feature to add image when no data is available

Expected Behavior

If no data is available then an image should be shown instead of the no data available text.

Current Behavior

Currently as there is no data , it is showing "no data is available" text.

I can't find where we display no data is available but I don't think this feature should be implemented in the core build, maybe you should ask it on the chartjs-plugin-empty-overlay project since it seems to make more sense there.
