Report better error when attempting to import public key

Currently the error is `IMEX failed to complete: rPGP error: no matching packet found`: https://support.delta.chat/t/imex-failed-to-complete-rpgp-error-no-matching-packet-found/3042
This does not help the user to understand the problem.
