Restore compatibility with RebornBuddy 1.0.900 and .NET 10

RebornBuddy 1.0.900 merged GreyMagic into RebornBuddy.dll with no type forwarder, so builds against 1.0.803 fail to load. Retarget to net10 and the 1.0.902 reference assemblies, and drop the GreyMagic resolve handler that threw FileNotFoundException on a file RebornBuddy no longer ships.

PvP smart targeting performance optimizations

- Add 250ms throttle to PvP smart targeting (was unthrottled at 30 TPS)
- Materialize LINQ chain with .ToList() to prevent 6x redundant scans
- Reorder InLineOfSight() to last filter predicate (raycast after cheap checks)
- Remove InLineOfSight() from IsValidAlly (unnecessary for target counting)
- Materialize _allianceMembers cache with .ToList()
- Pre-compute CountDebuffs into dictionaries (O(n) instead of O(n log n))
- Remove Take(20) cap (natural filter chain is sufficient post-optimization)
