Looks like the .rspec file is not being loaded in CI when we run `bundle exec rake spec`. Trying `bundle exec rspec` instead.
No clue why .rspec isn't being honored

Struct commits were not correct. This should resolve them. Additionally, I've added a CI task to prevent these errors in the future.
