Add Documentation for Custom WebGL Charts

Along with the documentation for the react dashboards (refer to issue #123) I think it might be a good idea to include docs for the webGL charts I created. It should provide some context on the tooling and how the chart components are structured. Should probably also have some code examples on creating a chart from scratch.
