There are a ton of park venue rules. Below is a summary of the most important ones followed by their original sources.

PARK BUILDING RENTAL INFORMATION AND GENERAL RULES FOR USE

A. GENERAL INFORMATION

  1. Park facility rooms may be available for rental Monday – Sunday from 8:00am – 11:00pm.
  2. Application must be received at least 10 calendar days prior to the date of the event but no more than 6 months in advance. Permits are issued subject to availability of facility and staff.
  3. Please allow 7 working days for your request to be processed after receiving the completed application.
  4. Permits are issued in accordance with the Park Facility Usage Categories. To obtain non-profit status, submission of 501(c)3 certification is required. Santa Monica residents must submit proof of address.
  5. Permits are not issued on City observed holidays including but not limited to New Year’s Eve, New Year’s Day, Martin Luther King Day, President’s Day, Memorial Day, Independence Day, Labor Day, Thanksgiving Day, the day after Thanksgiving, Christmas Eve, and Christmas Day.
  6. Permits may be revoked by the City if there is a conflict with City use.
  7. Permits may be revoked and/or denied in the future if there is any violation of these rules or any abuse of the privilege of using a park building or equipment.

B. RENTAL RATES, PAYMENTS AND REFUNDS

  1. Payment is required within 10 calendar days of approval notification. Payment must be made by credit card. Please note: An additional non-refundable credit card processing fee of 2.95% will be charged for all credit card transactions. Upon approval of your application, you will receive an email with instructions on how to make payment online at www.smgov.net/reserve.
  2. Rates are per hour of use. All rentals must pay a minimum of 2 hours including set-up and clean-up time.
  3. Facility will be closed and locked 30 minutes after permitted starting time if users do not show up.
  4. Total hours requested must include set-up and clean-up time.
  5. Rental period begins when the room is opened for you. You may not enter the room until the time designated on the permit.
  6. The clean-up and load-out of equipment and personal belongings must be completed and the facility completely vacated by the time indicated on the permit.
  7. Rental is only for the room designated on the permit. The lobbies, hallways and parking lots are public access ways and not part of the rental. No tables, chairs, or other equipment may be paled outside of the rooms you have rented.
  8. REFUNDS: All refunds are subject to a $15 refund processing fee. Refunds must be received in writing at the reservation office at least 10 calendar days prior to the permit date. Any refund requested after the 10 calendar days is subject to approval.

C. SET UP REQUIREMENTS, DAMAGE TO PARK PROPERTY, STORAGE OF EQUIPMENT

  1. Decorations are permitted if not attached using nails, screws, adhesive, staples, scotch tape or any other method that may cause damage to the facility premises. City of Santa Monica Community Services Department Email: reserve@santamonica.gov
  2. The use of decorative candles, incense, oils or open flame is prohibited in park buildings and parks. All decorations must be flame proof and may need approval by an on-site inspector with the Santa Monica Fire Prevention Division. Birthday candles are permitted but must be immediately extinguished.
  3. Moon bounces are prohibited in park buildings and parks.
  4. Electrical or structural alterations to park property are not permitted. Chairs, tables, or equipment of any kind may not be removed from park buildings. Stringing of electrical lights is prohibited.
  5. Permitted groups may not store equipment and supplies in park buildings without expressed written permission from the City.
  6. Damage to park property will be paid for by the permit holder at a cost determined by the City. No subsequent permits will be considered until such payment is received.

D. SERVING OF FOOD, BEVERAGE AND USE OF KITCHENS

  1. Alcohol is prohibited in all park buildings. Any violation of this law could result in immediate cancellation of the event, forfeiture of deposits and denial of future permits for facilities.
  2. Rooms in park buildings must be left in a clean and orderly condition. All leftover food must be disposed of in outdoor trash bins or taken with you.
  3. Kitchens are NOT available for public use at Reed Park, Senior Recreation Center and Virginia Avenue Park.
  4. Kitchen appliances and equipment (i.e. refrigerators, stoves) are not available for public use at all park facilities. Kitchen space can be used for counter space and the sink only.
  5. Any user group serving food to the general public must comply with all applicable State and Local Health Codes and obtain licenses and permits required by law.
  6. The use of non-recyclable plastic food and polystyrene (“Styrofoam”) containers are prohibited. This includes no.6 in the recycling logo. For more information visit www.smepd.org/container. E. MISCELLANEOUS

  1. All meeting/events must comply with all Federal, State, and Local laws.
  2. Smoking is prohibited in City building, parks and within 20 feet of entrance, exit, or open window of any building open to the public (SMMC 4.44.020(a)(8).
  3. Animals, except trained service animals, are not permitted in park buildings.
  4. Groups composed primarily of minors must have 1 supervising adult on site for every 10 youth.
  5. Amplified sound is subject to City approval.
  6. Non-profit organizations may collect a nominal entrance fee or donation to cover the cost of the permitted function.
  7. Vending in parks is prohibited except as stated in section 6.36.030 of the Santa Monica Municipal Code.
  8. Santa Monica Lawn Bowls Club has access to the Douglas Park Clubhouse restroom during operating hours.

Park Rules

Rules and municipal codes have been established to promote safety, minimize conflicts between users, to preserve and protect Santa Monica's parks. Information is also available in the City's Municipal Code.

Parks, Park Facilities, and the Beach

Chapter One

Pursuant to Section 4.55.400 of the Santa Monica Municipal Code (SMMC), the Director of Community and Cultural Services (the Department) hereby promulgates the following rules in order to maintain the City’s parks and the beach, preserve and protect their facilities and foliage, promote the safety and welfare of users, and minimize conflicts between uses.

Pursuant to Section 4.55.420 (c) of the SMMC, any person violating any rule may be subject to administrative citations pursuant to Chapter 1.09 of the SMMC.

Persons or groups authorized to produce or host an event in a park or at the beach may be exempt from some of the following rules, as specified in the City-issued events permit.

  1. General Park Rules
    1. Park users must abide by the decision of the City’s Public Service Officers or other authorized City personnel regarding the interpretation of these rules.
    2. No person shall use or play upon a park area, court or field when said area is posted as closed.
    3. Park users shall not occupy park space that has been reserved by others holding City-issued use permits.
    4. No person shall place or use umbrellas, canopies, or pop-up tents with open sides, if over 400 square feet in area, within any park.
    5. No person shall place or use large inflatable structures (i.e., moon bouncer, bouncers, bounce houses, or inflatable obstacles used in interactive games) within any park.
    6. No person shall place or use dunk tanks or carnival rides within any park.
    7. Persons playing upon turf areas, except playing fields, must wear smooth-soled footwear. Footwear with cleats, spikes, or other specialty traction-enhancing surfaces whether metal, nylon, rubber, or plastic shall not be considered smooth-soled.
    8. Persons occupying chess tables, but not playing chess, must yield to chess players.
    9. No person shall place or use generators within any park unless authorized by the Fire Marshall.
    10. No person shall add markings, lines, or symbols to any existing court unless approved in advance by the Department.
    11. No person shall post signs or handbills on fences, buildings, or park amenities unless authorized by the Department.
    12. No person shall store athletic, sports, or other equipment within any park unless otherwise lawfully authorized to do so.
    13. Park users shall not produce loud and unreasonable noise, including, playing music, using amplification equipment, or playing a musical instrument, which disturbs, injures, or endangers the health or peace of others between the following hours:
    • 10 p.m. Sunday – 8 a.m. Monday
    • 10 p.m. Monday – 8 a.m. Tuesday
    • 10 p.m. Tuesday – 8 a.m. Wednesday
    • 10 p.m. Wednesday – 8 a.m. Thursday
    • 10 p.m. Thursday – 8 a.m. Friday
    • 10 p.m. Friday – 8 a.m. Saturday 10 p.m. Saturday – 9 a.m. Sunday
    1. All permit holders must display a copy of their permit when asked by authorized City personnel.
    2. Except as may be provided in an approved Community Events Permit, no person shall use or operate sound amplifying equipment within Ocean View Park.
    3. Park equipment and installations, including but not limited to light poles, drinking fountains, public art, bleachers, pergolas, picnic tables, benches, railings, fencing, signs, bike racks, and barbeque grills, shall not be used for exercise activity, except for equipment specifically designated by signage for exercising.
    4. No person shall bathe, enter, wade in, be present in, or remain in any fountain in any City park. No person shall allow any animal in his or her custody or control to bathe, enter, wade in, be present in, or remain in any fountain in any City park. This rule shall not apply to the runnels in Tongva Park or to playground splash pads.
    5. No person shall operate or ride a pedicab within any park.
  2. Park Building (X) When using a park building, a person shall be considerate of others by refraining from activities that may disturb other users, disrupt activities or damage the facilities. Persons who do not follow the rules will be asked to leave the building. No person shall:
    1. sleep in a park building.
    2. solicit in a park building.
    3. deface or soil park buildings, materials, or equipment.
    4. use a park building while intoxicated.
    5. disrupt the park building with noisy or disorderly conduct or with bodily hygiene so offensive as to constitute a nuisance to other persons.
    6. leave belongings unattended.
    7. leave a child under the age of twelve unattended in park buildings.
    8. use personal equipment that is disruptive, noisy, or unsafe.
    9. bring pets or animals into park buildings (except services animals).
    10. bring large objects exceeding 24”x18”x16” into the park building such as bicycles or shopping carts (conveyances necessary to transport persons are permitted).
    11. use park buildings while barefoot or shirtless.
    12. remove park facility supplies, including but not limited to paper towels, toilet paper or office supplies.
    13. place belongings on furniture so as to prevent others from having access to seating areas.
  3. Park Meeting Rooms and Auditorium (XI)
    1. At least one supervising adult must be on-site for every group of ten children under the age of twelve.
    2. No person shall attach decorations using tape, nails, screws, staples, or other methods to walls, windows or other facility structures that might cause damage to the facility.
    3. No person shall light a candle, incense, oil burner, or another lighted device, except for temporary use on a cake.
    4. No person shall remove chairs, tables, or other equipment from the park facility.
    5. No person shall store equipment and/or supplies in a park building without the expressed written permission of the Department.
    6. No person shall use the kitchen appliances (refrigerators, stoves) at any park facility without expressed written permission of the Department.
    7. Persons shall clean-up after use of the park building, including decorations and food.
    8. No person shall use a sound amplifying system inside a park building without written authorization from the Department.

Participants are prohibited from performing stunts, tricks, or luge skateboarding on all other public property
