Add AWS Bedrock OpenAI GPT-5.5 and GPT-5.4 models

What happened?

AWS Bedrock now exposes OpenAI GPT-5 series models, but they do not appear in Cline's Amazon Bedrock model selector.

Expected Bedrock model IDs include:

• openai.gpt-5.5
• openai.gpt-5.4

I confirmed my installed Cline version on the remote SSH host with:

code --list-extensions --show-versions | grep -i 'cline\|claude-dev'

Output:

saoudrizwan.claude-dev@3.88.1

Why this matters

AWS is now exposing OpenAI models through Bedrock, including newer GPT-5 series models. Without Cline's support for these model IDs, users cannot select them through the Bedrock provider even when they are enabled and available in their AWS account/region.

Related issue

Possibly related: #10882, which reports incorrect AWS Bedrock model availability in the Cline UI and difficulty overriding the base inference model.
