add permissions for approvers to access github environments

currently approvers can access github action secrets and variables
but not yet environments which contains secrets and variables per enviorment.

usefull for advanced github actions setup

According to https://docs.github.com/en/actions/how-tos/deploy/configure-and-manage-deployments/manage-environments only admins can configure environment secrets and env vars.

If environments are required, I see only the option to create a temp_fi_storage_cli_admins team and grant admin access. This was done for other WGs as well, see [orgsd.yaml|https://github.com/cloudfoundry/community/blob/main/orgs/orgs.yml#L2598]
