Add backup of source data to nchs and nssp

We got this PR #2065 for nchs
Just need to make nssp use the same mechanism and remove the current clunky mechanism on bigchunk-dev-02.

• check nchs run on staging + set up staging stash while waiting for release

• check nchs run on prod

• move local + staging nchs stash to prod

• PR for nssp move

• check nssp on staging

• check nssp on prod

• move old stash on dev-2 to prod

• remove old mechanism from bigchunk-dev-02
