Description
This PR fixes a few layout issues I noticed while QA-ing the new Bootstrap homepage. It also converts the new newsletter signup form section to use Bootstrap classes. It also improves the look of the explainer section, as well as fixes a few layout inconsistencies between sections. It also fixes the event card layout in mobile.
