[redis] CC-2051: Update Rust to 1.91 and Go to 1.25

Upgrades Go and Rust versions across starters, solutions, and templates, updates Rust edition to 2024, and adds corresponding build Dockerfiles.

• Language/version upgrades
  • Go: Bump to 1.25 across compiled_starters/go, solutions/go, and starter_templates/go (updates in README.md, codecrafters.yml, go.mod, config.yml).
  • Rust: Bump to 1.91 and switch edition to 2024 across compiled_starters/rust, solutions/rust, and starter_templates/rust (updates in README.md, codecrafters.yml, Cargo.toml, config.yml).
• Build infrastructure
  • Add dockerfiles/go-1.25.Dockerfile and dockerfiles/rust-1.91.Dockerfile for new runtime versions.
