developbranch와 같은 방식으로 upstream의mainbranch에 push 또는 merge되면 배포 repo의mainbranch로 push해서 sync 해 주는 workflow를 추가합니다.sync.yaml은sync-develop.yaml로 이름을 변경했습니다.
