Define caching strategy for API calls for user secrets

Context

This issue asks that we extend the patterns figured out in #875, and make sure that we have all caching defined consistently and predictably.

• Create query objects/keys for all API methods for user secrets

I'm assuming this work will probably take ~3 days, just so we have time to lay the groundwork, and figure things out. I expect that once this is done, the org version of this issue will take far less time

Ended up making a separate issue to handle fixing up our existing caching. With that done, this issue should take less than a day.
