Vultr Integration

Currently the Hetzner is the only provider supported with a integrated server provisioning flow.
This is great but Hetzner has limited international coverage. Vultr seems like the natural expansion on this. Creating a Hetzner like integration where we will be able to commission servers straight from Coolify without additional scripts.
