It started in 3.16s with the following output

$ travis_setup_postgresql 9.4
Starting PostgreSQL v9.4
sudo systemctl start postgresql@9.4-main

The systemd unit Travis uses for PostgreSQL 9.4 is broken with the latest bionic 9.4 packages.
