The buffers list is owned by the DAO, and theres a looooong discussion on what is the source of truth of that, and how to automatically deploy it.
It's possible this list should be tracked in this repository so its automatically deploy it using GH actions, and the ENS record is updated
This PR deletes the file, to not add more confussion. This list can be brought back in the future.
