Includes various changes to keep testing of cpp-linter-action realistic.

  • updated range of clang versions used
  • bumped clang version used to post thread-comments or file-annotations
  • corrected verbosity value to newly accepted values
  • the CI that tests the action now uses a container on the Linux runner. This should help test more use cases.
