[ENH] add option to skip slice timing correction

adds a boolean flag opt.stc.skip = false

also renames STC related options

• opt.sliceOrder --> opt.stc.sliceOrder = [];
• opt.STC_referenceSlice --> opt.stc.referenceSlice = [];
