rewrite gha ci support

The current CI and gha scripts are broken. Remove them all and rewrite it using https://github.com/cppalliance/buffers as a guide. Make sure that the resulting actions eventually finish, and that they show proof of passing on some clang versions, some gcc versions, and some msvc versions (the ones that buffers pass).
