PR templates use "Resolves" instead of "Connected to" syntax for linking GitHub issues #80
Description
We use an old Connected to Waffle-based syntax for linking GitHub issues and PRs in our PR template.
Since we put this in place, GitHub has added tooling for linking issues and pull requests, including supporting custom keywords that will automatically link issues and PRs.
In this issue, we should update the PR templates to use Resolves instead of Connected to as the issue-linking syntax.
