This PR adds a check_duplicates.py script to detect duplicate files. This addresses part of Issue d-coder111#15 by providing a way to prevent duplicate submissions. This code will use Python to create a simple duplicate file checker script that can be triggered by GitHub Actions whenever a PR is submitted.
