Also release build_test, which is pinned to build_runner, and build_daemon, which happened to get a minor bug fix and testability improvement.

Fix the 2.9 changelog entry which said "...code changes...without recompiling" which doesn't make sense, it's also true that some config changes are no longer code changes, but that's going into too much detail :)
