Fix Linux watcher for subdirectory moves

For dart-lang/sdk#61861 and fix #2228

Remove _subdirstreams as it's not actually used.

Add tracking of subdirectories that is used :) ... use it to immediately close watches on a directory that is moved/deleted, to prevent incorrect events.

Fixes the end to end test, remove the exception for Linux.

Also add a small test that covers this case.
