Add option to specify resource language

Allow user to specify whether a file is language neutral or language specific and store accordingly.

This will have to be decided on a file by file basis, with a possible option to set a global default.

This feature should assist in creating multiligual apps.

To set the language for all files on command line or in manifest use a command like -l:nnn where nnn is the language id specified in one of the following ways:

• as a decimal integer, e.g. 1106
• as a hex value, specified in C format, e.g. 0x0452
• as a hex value, specified in Pascal format, e.g. $0452

Use -l:0, -l:0x0 or -l:$0 to specify that resources are language neutral.

We also need to support overriding the setting on a file by file basis. How this is done needs to fit in with other commands, such as the resource type command.
