Why do I get the message "This app is blocked"?

I am following the instructions on https://github.com/denuitt1/mhr-cfw#3---set-up-the-google-relay-codegs, but when in step 9 I click on Deploy, I get the following message from Google. How to get around this issue?

This app is blocked
This app tried to access sensitive info in your Google Account. To keep your account safe, Google blocked this access.

Update 1:

I used another Google account to deploy the script and managed to get the Deployment ID. Therefore, I believe some settings in my previous account was preventing the deployment.
