Can this be used to create easy mass access?

Considering the situation in Iran, is it technically possible to use this method by US gov. with the hypothetical cooperation of Cloudflare and Google to create an user friendly app to help Iranians circumvent the internet blackout on a mass scale? For example is it possible to pitch this method to US gov. so they ask for assistance from corporates to facilitate getting access to cloudflare ip without having to access free internet first? Can they theoretically open up this method to all IPs originating from Iran to allow mass access without jumping through hoops of having initial access and gmail account?
