VSO IHP complete

The Appellant Notification module will notify an appellant when the IHP-writing VSO user completes and uploads the IHP draft. This will complete the IHP task, which is either InformalHearingPresentationTask or IhpColocatedTask.
The method that is being tracked is update_from_params(params, user) located in app/models/task.rb
