Cannot configure parameter ranges

Problem

We have no way to configure the parameter ranges as per the protobuf parameterrange.proto. Either the app or the end-user should configure these parameters, and not the library. There is no way in the current API for the application to configure these parameters. For example, a user would want to configure how much space they permit secrets stored on their device to take up.

Solution

Add APIs to allow configuration of parameter ranges.
