RFC: make priority config an enum

Yes, I know the priority system is the same as linux process management handles priority (10 is lowest, 1 is highest) but it's at least not "intuitive" for me.

I'd recommend adjusting this to be an enum (since there is a fixed set of values) and name certain steps with a more telling name
