- dashboard/app.py: replace stale v2.6.0 non-compliance app with the
  correct compliance demo (AnnexIVReport, BiasAnalyzer, RiskRegister,
  DeploymentContext). Bumped all version strings to 3.1.0.
  This is the file the deploy_hf.yml workflow syncs to the HF Space.
- deploy_hf.yml: bump glassbox-mech-interp requirement >=2.6.0 → >=3.1.0
