You can make a PR to uncomment that, and then go to Actions > Build Wheels and run "Run Workflow" selecting your branch

then you can test that wheels successfully build for windows (I don't have wheels build on every PR because they take a long time).

From the comment, it seems like the build was commented-out because of a symlink issue on Windows that I didn't take time to debug.
