Deploy eoapi in GKE and Fix Templates Where Needed

I'm sure @sunu already did this but good for me to do also

AC:

• use the GKE set up instructions to spin up a cluster
• deploy eoapi-k8s there to make sure it works and configure any template changes
• also limit the use of ingress.className=alb for GKE somehow

Wasn't much to do here because the default ingress.className=nginx works just fine in EKS and GCP. For the GCP version of application load balancers architecture we added a new option in ingress.className=gce and have a new ingress-gce.yaml template
