Remove CI/CD in Minikiube for Full GKE Deployment

Minikube isn't gonna work for our CI/CID anymore. Move over to using the DS GKE project for this

AC:

• get things working in GCP
• change CI/CD
• possibly use GitOps and Argo here to avoid having to create k8s user with perms to push changes

In the future we SHOULD use ArgoCD and Gitops b/c setting up GH users with gcloud and k8s access is a pain in the butt
