This PR prepares the eoAPI Kubernetes v0.7.0 release by updating the Helm chart version and app version and revising the changelog to document breaking changes, new features, and modifications.
- Update helm-chart/eoapi/Chart.yaml with version bump and new appVersion based on stac-fastapi-pgstac v5.0.2
- Update CHANGELOG.md to include detailed release notes with sections for Breaking Changes, Added features, Changed behavior, and Fixed issues
